The “cost per wear” is just what it sounds like: divide the cost of the clothes by how many times you will wear it. You might find that a more expensive item will actually be “cheaper”, since you will get more use out of it. A $100 dress that you wear twice? That’s $50 per wear. A $200 dress that you wear 10 times? That’s only $20 per wear. When you are deciding between two pieces, go for the cheaper cost-per-wear item.
