First, choose the smallest air conditioner that will still get the job done - the smaller the unit, the cheaper it is, and the less energy it takes to run. Pick a shady spot to install it - it will be cheaper to run in a shady spot. Before installing a window unit, clean dust and debris from the inside. Then, seal around the unit with a foam weather seal. For all air conditioners, clean the filter regularly - once a month is best - and change the filter as needed. For central units, keep the condenser coil clear of obstructions and debris - plants should be at least two feet away - as obstructions make it harder to expel heat, increasing energy usage. For central air conditioning systems, make sure ducts are insulated and sealed - otherwise you can lose up to 40% of cooling energy through leaks.
